If a program does not have a real product or legitimate service, then it is considered to be a Pyramid Scheme. Regulations state that the difference between a pyramid scheme and a legitimate program is based on the program's product and how that product is sold.
Legitimate Program:
If you can sell a real product or service and make money from reselling (or as an affiliate program) then the program is considered legitimate.
Not a Legitimate Program:
If the money is made only from referring other people, then it is not a legitimate program and is considered to be a pyramid scheme. If all a program does is sign up people, then it is not considered legitimate.
